建立起有利于高新技术产业发展的制度，才是推进技术进步和高科技产业发展的最强大动力。近年来，深圳市在发展高科技产业制度创新方面进行了一系列卓有成效的探索。如资金投入与融资担保；对人才引进，提供便利与激励；营造高科技产业发展的社会、经济、政策、法律环境等等。但是，与国际上发达国家和地区比较，深圳市在制度创新的政策力度上还有待进一步加大，还需要建立完善的法律体系，为人才流动创造更便利的条件，从而走出一条属于深圳人自己的高科技产业发展之路。
Establishing a system conducive to the development of high-tech industries is the strongest impetus for promoting technological progress and the development of high-tech industries. In recent years, Shenzhen has conducted a series of fruitful explorations on the innovation of the system of high-tech industries. Such as capital investment and financing guarantees; introduction of talent, to provide convenience and incentives; to create high-tech industry development of social, economic, policy, legal environment and so on. However, compared with the developed countries and regions in the world, Shenzhen needs to further increase its policy on institutional innovation and establish a sound legal system to create more convenient conditions for the flow of talents so as to get out of a system that belongs to Shenzhen High-tech industry development.
