土地流转补贴政策在促进土地有序流转,发展适度规模经营方面发挥了重要作用,但不同补贴方式之间也存在效率差异。类比国际贸易中大国与小国的划分,将土地承租方划分为土地承租方大户和土地承租方小户,并基于经济学的理论框架对比分析四类土地流转补贴方式的经济效应。研究表明:对土地承租方大户补贴的土地集聚效应最好,但存在显著的市场扭曲作用;对土地承租方小户和对土地出租方补贴的土地集聚效应适中且相当,但补贴投入高于土地流转第三方补贴;对土地流转第三方补贴的土地集聚效应相对最弱,但该方式符合市场配置资源的发展理念,理应排在土地流转补贴方式选择优先序的第一位。
The land transfer subsidy policy plays an important role in promoting the orderly transfer of land and developing modest scale operations, but there are also differences in efficiency between different subsidies. Analogizing the division of large and small countries in international trade, the land lessee is divided into large land lessee and small land lessee, and the economic effects of the four land circulation subsidies are compared and analyzed based on the theoretical framework of economics. The research shows that the land agglomeration effect is the best for large landlords’ subsidies, but there is a significant market distorting effect. The agglomeration effect on the small landlords and the subsidies to the land lessors is modest and equal, but the subsidy is higher than the land The third-party subsidy for the transfer of land; the third-party subsidy for the land transfer is relatively weakest, but this approach is consistent with the development concept of market allocation of resources and should be ranked first in the selection of land circulation subsidies.
