实行改革开放以柬,汕头市利用侨乡优势和中央给予的各项优惠政策,采取灵活多样的办法引进外资,取得了明显的成效。截至1990年底,全市累计实际利用外资8.63亿美元;引进国外先进技术和设备,改造了一批老企业,仅经委系统从1978年至1990年共已完成技改引进项目1151项,总投资21.4亿元,其中用汇共3.08亿美元,使老企业的技术改造面达到68%;兴办“三资”企业999家,1990年“三资”企业(包括工农业)产值9.2亿元,出口创汇1.45亿美元,分别占全市当年工农业总产值和出口创汇的7%和15%;兴办“三来一补”企业1600家,1990年完成工缴费7145万美元。通过引进外资,有力地促进了城乡经济的发展。至1989年,全市工农业总产值已比1980年翻两番,1990年达到133.4亿元,又比上年增长14.9%,特别是外向型经济,已经有了较大的进步。目前,全市已同100多个国家和地区有经济贸易往来,1990年,全市外贸出口创汇9.6亿美元,比1978年增长5.14倍。通过十年的努力,汕头利用外资已有了一定的规模,也模索了一些经验。
Implementation of reform and opening up Cambodia, Shantou City, using the advantages of hometown of overseas Chinese and the preferential policies given by the Central Government, adopted a flexible and diversified approach to attract foreign investment, and achieved remarkable results. As of the end of 1990, the city actually utilized a total of 863 million U.S. dollars of actual foreign capital. Introduced advanced foreign technologies and equipment and transformed a number of old enterprises. Only 1151 technical transformation projects were completed from 1978 to 1990 with a total investment of 2.14 billion Yuan, of which a total of 308 million U.S. dollars was used, bringing the technological transformation of the old enterprises to 68%; setting up 999 “foreign-funded” enterprises; the output value of the “three-funded” enterprises (including industry and agriculture) in 1990 was 920 million yuan and the foreign exchange earning 1.45 Billion U.S. dollars, accounting for 7% and 15% of the total output value of industrial and agricultural output and foreign exchange earned by the whole municipality of that year respectively; 1,600 enterprises of “three come and one make up” were established; and the total contribution of 71,450,000 U.S. dollars was completed in 1990. Through the introduction of foreign capital, effectively promoted the economic development in urban and rural areas. By 1989, the total industrial and agricultural output value of the city had quadrupled from 1980, reaching 13.34 billion yuan in 1990 and an increase of 14.9% over the previous year. In particular, the outward-oriented economy has made great strides. At present, the city has economic and trade exchanges with over 100 countries and regions. In 1990, the city’s foreign trade earned foreign exchange earned 960 million U.S. dollars, 5.14 times more than in 1978. Through a decade of efforts, there has been a certain scale of utilization of foreign investment in Shantou and some experience has been given.
