目前,中国房地产市场面临调整,诸多大中城市房地产价格依然居高不下,解决中低收入家庭住房需求,实施住房保障制度刻不容缓。住房是人们生活的必需品,而作为特殊商品的住房,价值量大,短期需求增幅变化较大时,供给不能及时满足,使得住房成为投资商品。文章探究中国住房制度应由原来单一的政府保障向市场供应和政府保障相结合的结构过渡。中国住房保障制度建设已经形成了适合中国国情的基本框架,但是仍然存在诸多问题,有待出台相关法规予以界定保护,制度本身需要不断完善。
At present, the real estate market in China is facing a readjustment. Real estate prices in many large and medium-sized cities are still at a high level. To solve the housing needs of low- and middle-income families, the implementation of housing security system is urgent. Housing is the necessities of people’s lives, and as a special commodity housing, value, large changes in short-term demand growth, the supply can not be satisfied in time, making housing investment products. The paper explores the transition of China’s housing system from a single government guarantee to a combination of market supply and government guarantee. The construction of China’s housing security system has formed a basic framework suitable for China’s national conditions, but many problems still exist. Relevant laws and regulations need to be delineated and protected and the system itself needs continuous improvement.
