改革开放的十五年,浙江台州渔区广大干部、群众,为了适应渔业经济的发展,大胆探索,勇于创新,在渔业经营体制上先后经历了“三定二奖”、“比例分成”、“大包干”、“股份合作制”四个续段,基本上形成了二个层次。第一层次,以服务为纽带,成立渔村经济合作社或村级服务性公司;以互利为桥梁,挂靠后方水产企业,形成优势互补的联合体。第二层次是自愿组合、自主经营、自负盈亏、自我积累、自我发展、自我约束的单(对)船换算渔业股份合作责任制。这种渔业生产责任制,有效地克服了财产的所有权和生产经营权相分离所带来的各种矛盾,实行了劳动报酬与劳动成果直接挂钩,以按劳分配为主、劳股分
In the 15 years since the reform and opening up, all cadres and masses in the fishing area of Taizhou, Zhejiang Province have boldly explored and bravely innovated in order to adapt to the development of the fishery economy.
