本文运用计划评审技术“PERT”分析了天津港集装箱海铁联运的出口作业流程,结果表明:天津港集装箱海铁联运运行过程中,存在基础设施建设不完善、各个作业时间衔接不紧密等问题。天津港及有关部门应进一步完善基础设施建设,尤其是港内铁路环线建设,加快统一铁路部门和港口间信息交换标准的脚步,大力推广内陆无水港建设,以优化整个集装箱海铁联运业务流程,缩短整体运作时间、提高运作效率。 This paper analyzes the export operation process of Tianjin Port container sea-rail combined transport using the program review technology “PERT ”. The results show that during the operation of Tianjin-Hong Kong container sea-rail combined transport, the infrastructure construction is imperfect and the operation time is not close problem. Tianjin Port and other relevant departments should further improve their infrastructures, especially the construction of intra-harbor railway lines, speed up the standardization of unified standards for information exchange between railway departments and ports, vigorously promote the construction of inland water-free ports in order to optimize the whole sea-rail combined container shipping business process and shorten The overall operation time, improve operational efficiency.
