一、秦朝开始建立以皇权为核心的中枢权力体系秦朝统一全国后,建立起比较完备的中央政权组织:三公九卿。与前代相比,它强化了官员的行政职能,使宗法关系对于朝政的影响力愈益淡薄。中央执政集团最重要的官职是“三公”,即丞相、御史大夫和太尉。丞相为“百官之首”,是朝廷首席文官,总理全国政务。御史大夫作为副丞相掌管律令、图籍,并监察百官,牵制丞相大权。太尉是负责全国军事的朝廷武官,但此职位常虚设。三公之下又有“九卿”,分工管理不同的政府部门,处理国家和皇家的各种事务。
