开鲁县位于内蒙古通辽市西部,地处科尔沁沙地腹部,西辽河冲积平原上游,县域面积4488平方公里.撒盟建市十年来,县委县政府坚持以人为本,全面落实科学发展观,把林业生态建设作为农村工作考核的重中之重,纳入领导干部实绩考核的重要内容,建立健全党政主要领导挂帅的生态林业组织领导机构,层层签定目标责任状.实行"一把手"负总责和"一票否决"的"两个一"制度,党政一把手亲自抓,切实承担起指挥者和第一责任人的职责,坚持-任接着-任干,一张蓝图绘到底.全县持久开展造林绿化活动,林业生态建设取得一定成绩,先后被评为全国平原绿化先进县、全国平原绿化达标县.
