1956年11月5日全国人民代表大会常务委员会第50次会议决定批准1949年8月12日关于战时保护平民之日内瓦公约。全国人民代表大会常务委员会在决定批准1949年8月12日关于战时保护平民之日内瓦公约的同时,认为有必要声明:本公约虽不适用于敌占区以外的平民,因而不完全符合人道主义的要求,但是,认为该公约符合占领区内以及某些其它场合保护平民的利益,因此决定予以批准,并作如下保留:
On November 5, 1956, the 50th meeting of the Standing Committee of the National People’s Congress decided to ratify the Geneva Convention of 12 August 1949 concerning the protection of civilians in times of war.
