追求教育的平等是我们长久以来的理念,但始终又是一个难圆的梦。没有完全的平等,我们只能亦步亦趋、艰难地探寻一些我们尽力而可为的途径,最大限度地实现教育中的平等。全民教育与终身教育,便是以这种理念为宗旨进行的两种理论和实践的尝试。全民教育的任务重点在于普及教育,终身教育则侧重于继续教育,但无论是从逻辑上还是从现实实施的阶段上来看两者的关系,终身教育都应立足于全民教育。“全民教育是一个前提条件”。全民教育应当是教育平等实现的最有效的途径,而且它也的确“正在逐渐成为一种全球的现实”。因此,在这里,我想重提全民教育兴起的必然性,以及当前包括我国在内的、世界各国的实施“全民教育”中共同存在的一些问题与困境。
The pursuit of equality in education is our long-held philosophy, but it is always a difficult dream. Without complete equality, we can only move on and find it hard to find some ways we can do our best to maximize equality in education. EFA and lifelong education are the two attempts of theory and practice based on this concept. The mission of universal education is to popularize education while lifelong education focuses on continuing education. However, lifelong education should be based on education for all, both in terms of logic and from the stage of actual implementation. “EFA is a prerequisite.” EFA should be the most effective way to achieve equal education, and indeed “it is gradually becoming a global reality.” Therefore, here I would like to reiterate the inevitability of the rise of universal education as well as some problems and dilemmas common to all countries in the world in implementing “EFA,” including China at the moment.
