任何一项政策的制定都是多元决策主体相互协商、博弈并最终取得一致的结果(金利、刘建国2011)。作为世界上语言能力建设起步较早的国家,美国在语言安全政策的制定、管理和评估等方面有很多值得借鉴的地方。本研究以“9·11”事件以来参与美国语言安全政策制定的主体为分析对象,探讨多元主体在政策制定过程中的角色分工和互动模式,以期为推动我国语言安全政策制定提供参考。
The formulation of any one of the policies is the result that the multiple decision-making entities negotiate with each other and finally get the same result (Jinli, Liu Jianguo 2011). As a country that started early in language construction in the world, the United States has many lessons to be drawn from in the formulation, management and assessment of language security policies. In this study, we take the subject involved in the formulation of American language security policy as the object of analysis since the incident of September 11, and discuss the role division and interaction model of multiple subjects in the process of policy making so as to provide reference for promoting the formulation of Chinese language security policy.
