This article focuses on how to apply the theory and method of total quality management in the pavement construction of Zhengzhou-Luo Expressway, strictly implement the FIDIC clauses, establish a perfect quality assurance system, and concrete practices and experiences of strictly controlling the construction quality of pavement.
