回顾了我国标准化有关法规关于标准性质问题的沿革，介绍了国外关于标准性质及强制性问题的现行做法和发展趋势。在此基础上，提出了标准是支持法规的技术文件而不是法规；标准是通用文件，必须结合具体情况贯彻实施；要历史和辨证地认识标准化法等文件所提出的几个观点。最终提出了军用标准不宜以强制性和推荐性区分的结论。
It reviews the evolution of the standardization laws and regulations on the nature of standards in our country, and introduces the current practices and trends in foreign countries concerning the standard nature and the compulsory issues. On this basis, proposed the standard is to support laws and regulations of technical documents rather than laws and regulations; standard is a common document must be combined with the specific circumstances of the implementation; to history and dialectical understanding of standardization law and other documents made several points of view. Finally, the conclusion that military standards should not be differentiated by compulsion and recommendation is proposed.
