19世纪中期,资本主义近代化的浪潮冲击全球,席卷中国。清朝统治集团的部分官吏,为对付外国侵略和镇压人民起义,使清廷能苟延残喘,在图强求富思想指导下,于60—90年代,在中国掀起了一场学习和引进西方“长技”的“洋务运动”。广州“洋务”在全国形成“洋务运动”之前已先筹办;在全国“洋务”形成运动之时,又一步步向着近代化迈进。
