民用机场最显著的特点之一就是机场地面功能建筑繁多,配套设施复杂,占地面积广大。为提供综合服务,除了候机楼与跑道之外,机场拥有占地面积宽广的办公区、停车场、变电站、污水处理厂、商业区等配套功能区。目前国内规模较大的机场飞行区跑道与航站楼面积约为3000亩左右,隔离区外的配套用地更可达4000余亩。土地作为一种特殊资源,国家对其有着各种法律法规的严格管控限制,同时机场管理人员对土地的利用与管理决定着机场的日常运营、资本结构与未来的发展。因此我们应当在了解国家政策的基础上,结合机场自身的特点,扬长避短,综合利用好场区土地,本文将就相关问题进行分析。
One of the most notable features of the civil airport is that it has a wide range of functions and facilities on the ground of the airport, complicated facilities and a large area. In order to provide integrated services, the airport has ancillary functional areas covering a wide range of office areas, parking lots, substations, sewage treatment plants and commercial areas in addition to the terminal and runway. At present, the runway and terminal area of the large-scale airport flight zone in China is about 3,000 mu and the supporting land outside the isolation zone is even more than 4,000 mu. As a special resource, the land is restricted by various laws and regulations. At the same time, airport management and utilization of land determine the daily operations, capital structure and future development of the airport. Therefore, on the basis of understanding the national policy, combining with the characteristics of the airport, we should make every effort to avoid weaknesses and make good use of the land in the site area. This article will analyze the relevant issues.
