The Ministry of Fi- nance just published the government fiscal income in August, showing that the fiscal income in the country was 786.3 billion yuan, 31.7 billion yuan higher than a year before. The year-on-year increase was 4.2%. This means the eased economic growth indeed has negative influence over the fiscal income.
When the fiscal income saw a slower increase, one set of income had fast increase. This is the non-tax income of local governments. In August, local governments saw the non-tax income increase by 23.7 billion yuan, or 31.6%. From January to August, the non-tax income of local governments amounted to 914.6 billion yuan, up 26.3% or 190.5 billion yuan from a year before. The drastic increase in this sector was placed under limelight as everyone wonders whether it is good or bad.
The non-tax income includes the charges of administrative business, government fund, revenue of state-owned assets and resources, public funds of lottery, fines, endorsements and so on.
The non-income tax could serve as the capital source for the small exchequer of local authorities. It is known that the small exchequer is the warm bed for corruption. Therefore, it needs to be cleared immediately. At the beginning of 2009, the Ministry of Finance issued the documents, requiring local governments to submit all their non-tax income to the national treasury before the end of 2012.
Therefore, the drastic increase of non-tax income in the first eight months can be attributed to the fact that local governments’ submitting ALL their non-tax income to the central government.
From this perspective, this is good since it could prevent the corruption.
But it is necessary to say that the slowed economic growth and the decrease in tax income might force local governments to think of increasing the nontax income in every means, which might increase the burden for enterprises and residents. The worst situation is that the economic depression reduced the tax income, making local governments collect more fees from enterprises. Enterprises’performance are affected and they cannot pay the tax.
Some entrepreneurs said that enterprises engaged in industry and commerce are enduring overweight burdens. Apart from different kinds of taxes, enterprises have to pay the fees related with business administration, technological supervision, electricity, environment protection, public security, banking and so on. Those fees crushed many small and middle enterprises, which further worsens the commercial situation.
Against the current situation where the economic growth rate is lower and the fiscal income sees slower or even negative increase, it is necessary to take rational and reasonable measures for the non-tax income. In addition, the government should improve the efficiency of using the capital and change the fiscal expenditure structure by giving priority to the key projects.
