目前,我国对终身教育的公益性尚未做出明确规定。定位终身教育公益性属性、厘清终身教育公益性的内涵与特征,对于推进终身学习和学习型社会建设具有重要的现实意义。在终身教育公益性有效实现方面,应遵循“民主性与公平性相统一、政府主导与市场调节相结合、社会化运行与全民参与相统一”的科学原则,建立社会相关利益者(包括政府、学校、机关单位、行业企业、社会民间团体和个人)共同参与的社会支持系统,建立“四位一体”(队伍、经费、场地设施、数字化网络平台)的保障机制,以推进终身教育公益性价值的有效实现。
