Since the 18th and 19th centuries, the germination of party legislation has emerged in a few countries. Before the end of the Cold War, only over 50 countries made a constitutional explanation of the issue of political parties. After the Cold War ended, the number of countries that legislated against political parties soared to 123, and the number of countries that promulgated the party law increased rapidly to over 90. However, such “active” development merely illustrates the special political needs of different countries in consolidating their power and maintaining stability. First, the different aims of foreign political parties based on historical lessons, through political party legislation to prevent dictatorship and monopoly of power. This is more pronounced in the earlier Western countries that legislate on political parties, with the aim of confirming it
