针对目前作战飞机方案评估中体系与方法的不足,依据飞机发展的时序性和评估内容的细化程度,确定了现代作战飞机方案评估的5个层次,它们分别为综合作战能力层、综合作战效能层、综合使用效能层、综合使用效费层和方案评价决策层。在分析各评估层特性的基础上,建立了各评估层的细化指标体系,改进和完善了各评估层的理论模型和计算方法,通过现役先进作战飞机的算例验证了评估体系和方法的有效性。本文所建立的评估体系和方法可以为现代作战飞机以及其他武器系统的方案评估提供有益的参考和依据。
In view of the shortcomings of the current systems and methods of combat aircraft program evaluation, the five levels of the modern combat aircraft program evaluation are determined according to the timing of the aircraft development and the refinement of the evaluation content. They are the comprehensive combat capability layer, the comprehensive combat effectiveness Layer, comprehensive use of performance layer, comprehensive use of cost-effectiveness and program evaluation decision-making layer. Based on the analysis of the characteristics of each assessment layer, the detailed index system of each assessment layer was established, the theoretical models and calculation methods of each assessment layer were improved and perfected, and the examples of active advanced combat aircraft were used to verify the evaluation system and method Effectiveness. The evaluation system and method established in this paper can provide useful reference and basis for the program evaluation of modern combat aircraft and other weapon systems.
