WTO对成员国人才服务的规范和相关条款WTO对人才服务的规范没单独指明;而是表述在《服务贸易总协定》(GATS)有关专业服务的相关条款里。专业服务是专业人员运用自己的知识、技术、经济和有关信息,采用科学的方法和先进的手段,根据委托人的要求对有关事项进行调查分析,并得出可靠的数据、公正的法律依据、科学的判断及具体意见的活动。GATS包含六大主要内容:市场准人、国民待遇、最惠国待遇、发展中国家更多地参与、透明度原则、承认原则,另外还规定了经济一体化、国内规定、保护与例外、垄断与专营、逐步自由化等框架原则。1994年4月5日,“乌拉圭回合”谈判而诞生的GATS对于推动各缔约国对外开放本国服务市场、减少并消除壁垒、促进服务资源在全球范围内

The GATS consists of six main elements: market access, national treatment, most-favored-nation treatment, greater participation by developing countries, transparency and recognition of principles, as well as economic integration, domestic regulations, protection and exceptions, monopolies and franchises, Gradual liberalization and other framework principles.
