近几年来,公务员考试成为全国竞争最激烈的考试之一。“公务员热”固然有利于国家吸纳人才,但如此多的年轻人争相进入报考公务员大军是值得我们思考与研究的。本文从社会保障的角度出发,以养老保障为切入点剖析当下的“公务员热”。通过对比,得出了公务员养老保障水平远远高于其他社会群体,违背了公平原则的结论。分析了公务员社会保障水平过高产生的问题,并提出了树立国家、社会、个人共同责任的养老理念;最终将公务员纳入城镇职工养老保险体系;建立公务员职业年金制度;法律规范等四点对策。
In recent years, the Civil Service Examination has become one of the most competitive examinations in the country. “Civil servant hot” is of course conducive to the state to attract talent, but so many young people vying for entry into the army of civil servants is worth our thinking and research. This article from the social security point of view, the old-age security as the starting point to analyze the current “civil service hot ”. By comparison, it is concluded that the level of endowment insurance for civil servants is far higher than that of other social groups and violates the principle of fairness. It analyzes the problems that the civil servants are facing with the high level of social security and puts forward the concept of supporting the aged that sets up the common responsibility of the state, society and individual. Finally, it brings the civil servants into the pension system of urban workers and the establishment of a professional annuity system for civil servants.
