“两会”的召开,为“十一五”开局增添了浓重色彩。建设创新型国家,在企业融资及相关政策上,从发展和改革委到科技部及相关部委,从中央到各省市地方,都加大投入与支持力度并在做出特色。而“中小企业成长工程”正是建设创新型国家发展战略的重要内容。要建设创新型国家,自主创新企业是主体,更离不开中小企业的大发展(尤其是科技型中小企业的发展)。我国中小企业承载了技术创新75％。发明专利65％的贡献率, 它是品牌企业的摇篮,又是国家安定、安全的基础,更是拉动国民经济发展的重要力量。支持和强化中小企业发展已成为全球的共识。
The convening of “the NPC and CPPCC” has added a strong color to the “Eleventh Five-year” plan. In the construction of an innovative country, we should increase investment and support from the central government to local provinces and municipalities in the area of corporate finance and related policies, from the NDRC to the Ministry of Science and Technology and relevant ministries and commissions, and make distinctions. The “SME Growth Project” is an important part of building an innovative national development strategy. To build an innovative country, independent innovation is the mainstay, but also inseparable from the large-scale development of small and medium-sized enterprises (especially the development of small and medium-sized science and technology enterprises). SMEs in our country carry 75% of technological innovation. The 65% contribution rate of invention patents is the cradle of brand enterprises and the basis of national stability and security. It is also an important force that drives the development of the national economy. Supporting and strengthening the development of small and medium-sized enterprises has become a global consensus.
