重组型煤炭企业人力资源存在的主要问题一是基层技术员工数量严重短缺,二是员工素质普遍较低,三是员工流失现象较为严重;产生问题的原因包括传统因素和管理模式制约两个方面;提出了树立“以人为本”的核心理念、实施科学的人力资源管理、建设优秀企业文化,营造良好用人环境、多渠道培养、引进人才以及发挥政府的扶持作用等对策。
The main problems existing in the human resources of the reorganized coal enterprises are the serious shortage of employees in grass-roots technology, the low quality of employees and the serious loss of employees. The causes of the problems include two aspects: the traditional factors and the restriction of management mode. Put forward the countermeasures of setting up the core concept of “people-oriented”, implementing scientific human resource management, building a good corporate culture, creating a good employment environment, training, bringing in talents through multiple channels, and giving full play to the government’s supportive role.
