我国行政事业性收费,作为价格管理的一个内容,已日益显示其重要。据我们了解,近几年来,各种行政事业性收费迅速崛起,其项目之多,标准之乱,可谓五花八门,人们无不埋怨此乃一大“公害”。加强行政事业收费管理,对于党政机关的廉政建设有着十分重要的意义。本文试就这个问题谈点粗浅的看法,探索一下行政事业收费管理的新路子。(一)行政事业性收费的现状和发展趋势湖南省邵阳市市区有350多个行政事业单位,1987年以前,有180个单位收取303个项目的费用,平均每个单位有1.7个收费项目,多的有16个收费项目,年收费总金额达3000万元。1988年,清理整顿后有298个收费项目,年收费总金额约4000万元,比整顿前增加了约1000万元。加上未经审批擅自增加的项目和标准,实际收费比整顿前增加的金额就更多了。在已经审查批准的合法收费项目中,属于工作职责范围内不应收费的项目占总收费项目的50%左右,其收费额约占行政事业收费一半以上。收费,似乎成了
