海南从20世纪80年代便对新招合同制工人实行社会保险,1992年对全体员工不分性质和新老,全部实行社会保险,并且建立了符合社会主义市场经济要求,适应海南省社会经济状况的新的社会保险制度。这对稳定社会,解决职工的后顾之忧,促进人才的正常流动发挥了巨大的保障作用。而与此同时,许多问题也渐渐暴露出来,有的甚至到了非解决不可的地步。
