手工装裱工艺的发展因其不符合“现代化”主流产业的特征,逐渐被西方文化吞噬,致使某些手工装裱技至面临着人亡艺绝的传承危机。2004年我国加入《保护非物质文化遗产公约》之后,包含手工装裱工艺的传统手工艺的法律保护得以迅猛发展。基本建构出立法和制度综合层面的非物质文化遗产保护从立法层面明确了权利行使主体、以署名权为例的权利内容、以工艺的生存状态为标准的权利客体。从制度层面通过“非物质文化遗产名录”设定了濒危的手工装裱工艺类型并相继指定了传承人和传承基地。
