本文试图运用定量方法对社会政策执行力进行评估并对其影响因素进行分析。选择2010至2015年重庆市户籍制度改革为案例,首先运用模糊综合评价法对重庆市户籍改革政策执行力进行评估,评估结果为71.193分,说明重庆市户籍改革政策执行力一般。其次从政策执行者角度,运用因子分析方法对重庆市户籍改革政策执行力的影响因素进行分析,结果表明,影响重庆市户籍改革政策执行力的因子主要是领导与执行组织因子、执行者态度因子、政策本身因子、目标群体因子和执行者素质因子。最后分析了研究结果的理论启示和对于我国提升社会政策执行力的实践启示。 This article attempts to use quantitative methods to assess the implementation of social policy and analysis of its influencing factors. Choosing the reform of household registration system in Chongqing from 2010 to 2015 as an example, first of all, applying fuzzy comprehensive evaluation method to assess the implementation of Chongqing’s household registration reform policy, the evaluation result is 71.193 points, indicating that Chongqing’s policy of household registration reform is normal. Secondly, from the perspective of policy executors, the paper analyzes the influencing factors of policy implementation power of household registration reform in Chongqing using factor analysis method. The results show that the factors influencing the implementation of household registration reform policy in Chongqing are mainly the factors of leadership and executive organization, , Policy itself factor, target group factor and executive quality factor. Finally, the author analyzes the theoretical enlightenment of the research results and the practical enlightenment for our country to enhance the implementation of social policy.
