曾经被缺乏人才问题所困扰的农安县,经过几年的努力,村级后备干部队伍建设工作初见成效。已有178名后备干部走上村级领导岗位,其中74人担任村党支部书记,使村支部书记平均年龄由46.1岁下降到41.7岁,具有高中文化程度的比例由26%上升到47%,有220名村干部被省科协评为农民技师或技术员,近千名后备干部成为年均收入万元以上的种植、养殖、加工、运输专业户和乡镇企业骨干。1994年.全县农业总产值达到26亿元。农村人均收入达到1488元,比1989年分别增长259%和176%。
