对帝党这一不可忽略的作用,以往缺乏足够的认识和深入的研究。百日维新的出现与帝党的努力、采纳维新派新政并重用维新人士有密切关系,帝党与维新派新政建议的相同或相近也是促成百日维新出现的一个关键所在。同时,帝党的政治主张与维新派的政治主张相比也有许多矛盾之处。不弄清楚帝党与维新运动之间的关系,就难以对帝党这一政治集团作出恰当的评价,难以充分了解维新运动的复杂性,也难以深刻阐明维新变法所留下的历史教训。
