21世纪的上海,步入了快速发展阶段,经济的迅速增长和国际大都市的功能定位伴随着对交通的巨大需求。目前中心城道路面临日益增强的交通冲击,交通供需矛盾逐渐突出。一方面,高架道路、中心区骨干道路、越江设施的交通量集中,拥阻严重,路网服务水平下降;另一方面,内外环之间的路网密度和容量偏低,难以满足城市功能扩展和社会经济的可持续发展要求。
