一、真正经济学意义上的投资只能是为获对收益对生产经营活动的资金投入 目前,一种比较普遍的观点认为,投资应包括生产性投资和非生产性投资。定义之一是:投资是“预付一定数量的资金(表现为人、财、物)而取得预期效益的一种经济行为。具有预付性、回流性和效益性的特点。它表现为固定资产投资、流动资产投资和其他相关投资,如智力投资、健康投资、环境保护投资、生态平衡投资等。”(《投资研究》1991年第4期);定义之二是:“投资,是在一定时间内以预期收益或效益为目的而把收入变换为资产的货币垫支和资本形成过程。”(《投资研究》1992年第2期)其中,生产性投资的目的是取得经济效益,非生产性投资的目的是取得社会效益。
