对经贸问题有兴趣的读者对“多哈回合”这个名词一定不陌生。实际上,它是指目前正在进行的新一轮多边贸易谈判。我们知道,在关贸总协定(GATT)时期,就进行过“乌拉圭回合”、“东京回合”等,当然,每一轮贸易谈判的议题、解决的问题都是不一样的。1995年,WTO取代GATT,“多哈回合”也就成了WTO成立以来举行的首轮多边贸易谈判。因启动这次谈判是2001年11月在卡塔尔首都多哈举行的WTO第四届部长级会议决定的,故称“多哈回合”。这也是今年9月在墨西哥坎昆举行的WTO第五届部长级会议要讨论的重点。多哈回合的进程和结果将对我们的经贸工作产生重大影响。所以,我们有必要对其做一了解。———编者手记
Readers interested in economic and trade issues must be familiar with the term Doha Round. In fact, it means the new round of multilateral trade negotiations that are currently under way. We know that during the GATT period, the “Uruguay Round” and the “Tokyo Round” have been conducted. Of course, the issues to be solved in each round of trade negotiations are not the same. In 1995, the WTO replaced the GATT and the “Doha Round” became the first round of multilateral trade negotiations held since the WTO was established. The start of this negotiation was decided by the Fourth Ministerial Conference of the WTO in Doha, Qatar in November 2001, so called the “Doha Round.” This is also the focus of discussion at the Fifth Ministerial Conference of WTO in Cancun, Mexico, in September this year. The progress and outcome of the Doha Round will have a significant impact on our economic and trade work. So, we need to understand it. --- Editor’s Note
