运用DEA方法,从综合效率、纯技术效率和规模效率3方面分析了我国电子及通信设备制造业R&D效率的地区差异状况,并从投入冗余和产出不足两个角度初步探究了改善R&D效率的有效途径。研究表明:我国许多省市的R&D效率不高,主要是由纯技术效率导致的;东部地区较多省市都处于规模效应递减,应注重优化R&D资源的配置结构,而中部地区则更多地表现为规模效应递增,应合理地扩大R&D投入规模;大量的投入冗余意味着R&D资源节约利用的潜力巨大,也说明R&D效率的改善应着重从节约资源入手。
Using the DEA method, this paper analyzes the regional differences of R & D efficiency in China’s electronic and communications equipment manufacturing industry from the aspects of comprehensive efficiency, pure technical efficiency and economies of scale. It also explores the improvement of R & D efficiency from the angles of input redundancy and insufficient output Effective way. The research shows that the efficiency of R & D in many provinces and cities in our country is not high, which is mainly caused by the pure technical efficiency. In the eastern part of China, more provinces and cities are in decreasing scale effect, and the allocation structure of R & D resources should be optimized. It shows that the scale effect is increasing, and the scale of R & D investment should be rationally expanded. The large amount of redundant investment means that the R & D resource has great potential for saving and utilizing resources. It also shows that the improvement of R & D efficiency should focus on saving resources.
