今年上半年,我市工会财务部门在各级领导的重视和支持下,探索新形势下工会财务工作的新路子,在经费的收、管、用等方面都取得了较好的成绩。1—6月份,全市实现经费收入683.59万元,完成年度预算60.12%,比去年同期增长40.92%,上解省总经费203.96万元,基本上能及时足额上解经费。但存在的问题也不容忽视。1、新《工会法》和联合文件精神难以全部落实。机关工会拨缴经费的问题比较突出。我市除宝应县县级机关基本上按规定拨交经费,其余各县(市)都未能执行。其原因有三个:一是地方财政困难,财政拨款不足;
