政府绩效评估作为行政管理制度创新和有效管理工具,已越来越受到重视。尽管在理论与实践上已经取得了可喜的成果,但是我国政府绩效评估理论研究尚处于初始阶段,研究中存在的问题主要是对于西方经验的照搬,缺乏对政府绩效评估原创性理论的研究,缺乏对本土化问题的探究和对政府绩效评估的理念、内涵、价值、评估系统的把握,缺乏应用性和可操作性等。推进我国政府绩效评估需要我们着力解决政府绩效评估中的价值取向问题、本土化问题、公民参与问题、结果运用问题。
