信息不对称是卫生保健市场有效率运行的主要障碍。质量评价系统的应用可以为服务使用者及其代理人所关心的服务质量提供可靠、有效的信息,以降低信息不对称的程度。英国《病人宪章》及其相关规定在住院服务方面发挥了这种作用,它较为详细地叙述了服务使用者对各种服务的评价,提供了代表服务质量的清晰的信号。目前,英国正在对该宪章进行回顾性评价,政策制定者在对其进行审议时,应当认识到它所发挥的作用。
Information asymmetry is a major obstacle to the efficient operation of the health care market. The application of the quality evaluation system can provide reliable and effective information for service users and their agents concerned about the quality of service to reduce the degree of information asymmetry. The British Patient Charter and its related regulations play such a role in inpatient services. It describes in more detail the service users’ evaluation of various services and provides a clear signal of the quality of service. At present, the United Kingdom is reviewing the charter retrospectively. Policy makers should recognize the role it plays in deliberation.
