美国在利用法律来引导和保障中央政策在地方的贯彻方面有着十分丰富的经验。本文通过考察和分析美国在立法和执法引导,及司法保障方面的实践,研究其对中国的启示。
The United States has a wealth of experience in using laws to guide and safeguard the implementation of central government policies in places. By examining and analyzing the practice of the United States in guiding lawmaking and law enforcement as well as judicial guarantees, this paper studies its implications for China.
