本文通过对集团目前工作效率现状进行分析,探讨在集团实施全面效率管理的必要性和实施意见,建议强化责任意识,明晰事权划分、优化工作流程,实施全面效率管理,提升集团企业管理水平。全面效率管理是以系统效率提升为核心,以全员参与为基础,以组织架构、决策质量、流程方法、平台工具、企业文化等方面为主要改进点,通过自上而下和自下而上的运作方式,使全员持续发现和分析日常工作中存在的效率问题,制定并实施改进措施,使各个管理层级逐步向注重系统效率的精细化管理转变,努力促进集团企业整体效率的提升。
Based on the analysis of the present work efficiency of the Group, the paper explores the necessity and implementation of the comprehensive efficiency management in the Group. It is suggested to strengthen the sense of responsibility, clarify the division of powers and responsibilities, optimize the work flow, implement overall efficiency management and enhance the management level of the Group. Total efficiency management is based on the system efficiency improvement as the core, full participation as the basis, and the main improvement points of the organizational structure, decision-making quality, process methods, platform tools and corporate culture. Through top-down and bottom-up So as to enable all staff to continuously discover and analyze the efficiency problems existing in their daily work and to formulate and implement improvement measures so as to enable all levels of management to gradually shift their attention to the elaborate management of system efficiency so as to promote the overall efficiency of the Group enterprises.
