作为保证发电容量充裕性进而提高供电可靠性的一个重要手段,装机容量责任模式已被多个正在实际运营的电力市场所采用。在这些市场中,所有负荷服务实体(LSE)必须满足监管机构或市场管理机构规定的容量责任要求。为便于LSE和发电公司之间就装机容量进行交易,在一些实际运营的电力市场中专门建立了发电装机容量市场。发电装机容量市场的价格水平与吸引发电投资有很大关系,这样研究能够诱导充裕发电容量的装机容量市场适当的价格水平就成为电力市场设计和运营阶段需要考虑的一个重要的问题。通过分析发电公司在不同装机容量价格水平下的投标容量分配策略和LSE的装机容量购买策略,文中对这一问题进行了较为系统的研究。构造了一种新的研究框架,发展了相应的数学模型,提出了求解方法,最后用仿真算例进行了说明。
As an important means of ensuring the sufficient capacity of power generation capacity and thereby improving the reliability of power supply, the installed capacity responsibility model has been adopted by a number of power markets that are actually operating. In these markets, all load service entities (LSEs) must meet the capacity requirements set by regulators or market authorities. To facilitate the trading of installed capacity between the LSE and the power generation company, a market for installed generation capacity has been established specifically in some actual operating electricity markets. The price level of power generation capacity market is closely related to the investment in power generation. Therefore, studying the installed capacity that can induce abundant power generation capacity at a suitable market price level has become an important issue that needs to be considered in the design and operation phases of power market. By analyzing the bidding capacity allocation strategy and the purchasing strategy of LSE installed capacity of power generation companies at different installed capacity price levels, the paper makes a systematic study on this issue. Constructs a new research framework, develops the corresponding mathematical model, proposes the solution method, and finally gives the explanation by the simulation example.
