随着海洋科学技术和海上活动的发展,对温、盐、深、流等的观测资料在数量和质量方面提出新的要求,并引起热烈的讨论,是必然的。既然对观测资料的需要来自各个方面,可以把各方面的需要加以综合,根据当前及若干年内的最一般的需要,结合考虑所用的调查手段提供某种观测精度的可能性,按照“统筹兼顾,全面发展”的方针,对主要用于海洋环境服务的常规调查的温、盐精度作出统一规定。至于特殊项目的观测精度,不可能也不应作出硬性的统一规定,统一规定只有妨碍而无裨益。 With the development of marine science and technology and maritime activities, it is inevitable that new requirements on the quantity and quality of observation data on temperature, salt, depth and flow should be put forward and arousing heated discussions. Since the need for observational data comes from all aspects, it is possible to synthesize the needs of all parties and, in the light of the most general needs of the current and several years, with the possibility of providing some degree of observational precision in consideration of the means of investigation used, in accordance with the principle of “ All-round Development ”, and make uniform provisions on temperature and salt accuracy of routine investigations mainly used for marine environmental services. As for the observation accuracy of special projects, it is impossible and should not make a rigid unified provision, and the uniform stipulation only obstructs but does not benefit.
