本刊讯2012年7月11日,国家发展和改革委办公厅下发了“关于印发万家企业节能目标责任考核实施方案的通知”。《万家企业节能目标责任考核实施方案》(以下简称《考核实施方案》)指出,通过开展节能评价考核,形成倒逼机制,促进万家企业落实各项节能政策措施,提高节能管理水平,建立节能长效管理机制,确保实现“十二五”节能目标。《考核实施方案》确定的考核对象为国家发展改革委公告的万家企业节能低碳行动企业名单内的用能单位。考核内容包括节能目标完成情况和节能措施落实情况两个部分。

The Implementation Plan for Responsibility Assessment of Energy Conservation Targets of 10,000 Enterprises (hereinafter referred to as the “Assessment Implementation Scheme”) pointed out that by implementing energy-saving evaluation and assessment, a mechanism of forcing force was formed to promote 10,000 enterprises to implement various energy-saving policies and measures and raise the level of energy-saving management, so as to establish Energy-saving long-term management mechanism to ensure that the “second five” energy-saving goals. “Assessment Implementation Plan” to determine the assessment of the object for the National Development and Reform Commission announced 10,000 companies energy-saving low-carbon action business within the list of energy-using units. Assessment includes the completion of energy-saving goals and the implementation of energy-saving measures in two parts.
