The continuous emergence of interwoven social affairs makes it difficult to deal with the division of administrative functions that were formerly very elaborate, or there are blind spots in management or push each other or overreach. To eliminate these shortcomings, we must make the government administrative system regulate and control the social relations that are cross-over and social events that are difficult to classify in a relatively consistent manner, that is, adopt the comprehensive administrative law enforcement.
