目的评价通过疾病预防控制体系三年建设,公共职能落实情况的变化。方法通过全国系统抽样调查,获取项目开展比例,项目开展程度,项目完成度等指标反映公共职能落实情况,并作地区间横向和年度间纵向比较。结果2002～2005年以来,全国各地各级疾病预防控制机构公共职能履行情况,可用成绩喜人、任重道远来概括。成绩喜人表现在公共职能履行程度的明显提高。与2002年相比,2005年省级疾病预防控制机构公共职能项目完成度增加了14·9个百分点,市级增加了10·5个百分点,县级增加了6·3个百分点。任重道远表现在公共职能履行程度与政府期望还有相当距离。
Objectives To evaluate the changes in the implementation of public functions through the establishment of a three-year disease prevention and control system. Methods Through the national systematic sampling survey, the percentage of project development, the degree of project implementation, and the degree of completion of the project are reflected in the implementation of public functions, and a longitudinal comparison between the regions, horizontal and vertical, is made. Results From 2002 to 2005, the implementation of the public functions of disease prevention and control institutions at all levels across the country can be summarized with gratifying results and long way to go. The gratifying results are manifested in the significant increase in the degree of performance of public functions. Compared with 2002, the completion of public functions of provincial disease prevention and control agencies in 2005 increased by 14.9 percentage points, the city level increased by 10.5 percentage points, and the county level increased by 6.3 percentage points. There is still a long way to go before the performance of public functions is quite far from the expectations of the government.
