国有商业企业实行大包干责任制的思考

山西省晋城市人民政府在调查研究的基础上,借鉴农村大包干的成功经验,于去年10月在国有商业企业全面推行以“两包一统”为主要内容的大包干经营责任制。“两包”是:包上交、包库存商品资金退出。“一统”是:在同一承包体内实行统一管理。也就是说,今后国家只提供经营场地、柜台、货架,其余都由包干人自己承担。半年来的实践证明,大包干符合党的十四大和邓小平同志南巡重要谈话精神,体现了《条例》关于转换企业经营机制的要求,并且得到了广大商业职工的拥护,取得了明显成效。截止6月底,晋城市零售门店推行大包干的已达到268个,占到国有商业系统零售企业总数的68%,并做到店店盈利,无一亏损。已包干的企业实现利润160万元,比去年同期增长24%。这些数据表明,大包干是把国有商业企业推向市场的重要选择,它至少有四方面的好处。 On the basis of investigation and research, the Jincheng People’s Government of Shanxi Province drew on the successful experience of rural large-scale lump sum, and in October last year, the state-owned commercial enterprises fully implemented a large-scale contract responsibility system with main contents of “two packages and one unified system”. “Two packages” are: Packages are handed over and goods in stock are withdrawn. “Unified” means that unified management is implemented in the same contractor. In other words, in the future, the country will only provide business premises, counters, and shelves, and the rest will be borne by the contractors themselves. The practice in the past six months has proved that the big contractors are in line with the spirit of the important speeches of the Party’s 14th National Congress and Comrade Deng Xiaoping’s South Tour. This reflects the requirements of the Regulations for the transformation of the company’s operating mechanism and has won support from the majority of commercial employees and has achieved remarkable results. By the end of June, Jincheng’s retail stores had implemented 268 large packages, which accounted for 68% of the total number of retail enterprises in state-owned commercial systems, and achieved profitability without any loss. The companies that have already been contracted have realized profits of 1.6 million yuan, an increase of 24% over the same period of last year. These data show that large contractors are an important choice for the state-owned commercial enterprises to bring them to market, and they have at least four advantages.
