采用了文献研究、调查问卷、因子分析、回归分析等方法,设计出了安全、产量、成本、质量、资源综合利用和环境保护等5个一级指标和11个二级指标及标准;提出了基于集值统计的三角模糊数指标定权方法,通过将集值统计方法运用到指标重要程度的评价中,确定专家对每个指标评价的三角模糊综合评价值,计算其左右期望值,进而计算出绩效考评指标的权重;在上述基础上,构建了绩效考评的多级综合评价模型。最后,以陕西国华锦界能源公司锦界煤矿为例,进行了实证分析,结果表明该体系能够有效考评承包方的业绩。
Five first-level indicators and eleven second-level indicators and standards of safety, production, cost, quality, comprehensive utilization of resources and environmental protection were designed by means of literature research, questionnaire, factor analysis and regression analysis. Based on set-valued statistics, the triangular fuzzy number index weighting method, through the application of the set value statistical method to the evaluation of the degree of importance of the index, determines the trigonometric fuzzy comprehensive evaluation value evaluated by experts for each index, calculates its left and right expectation values, and then calculates Performance evaluation index weight; based on the above, build a multi-level comprehensive evaluation model of performance evaluation. Finally, taking Jinhua Coal Mine, Shaanxi Guowei Jinjie Energy Company as an example, an empirical analysis is conducted, the results show that the system can effectively evaluate the contractor’s performance.
