超大城市的特性决定其面对的现代安全风险日益增多,突发事件发生概率上升,尤其是公共场所的安全管理压力增大。从上海“12·31”事件来看,目前我国的公共安全管理体系和应急管理体系虽然逐步完善,但依然存在运动化、碎片化和单方化等弊端,公共活动风险管理体系亟待整合与优化。本文从灾害风险防控模型出发,剖析了该事件背后的体制机制问题,并从“风险嵌入”和“组织整合”的角度提
The characteristics of mega-cities determine that the risks they face in the modern world are increasing, the probability of emergencies increases, and the pressure on safety management in public places in particular increases. From the Shanghai “12.31” incident, at present the system of public safety management and emergency management in our country is gradually improving. However, there are still some drawbacks such as sports, fragmentation and unilateralism. The risk management system for public activities urgently needs to be integrated optimization. Based on the disaster risk prevention and control model, this paper analyzes the institutional mechanism behind the incident and from the perspective of “risk embedding” and “organizational consolidation”
