立法背景农产品质量安全,历来是社会广泛关注的热点和焦点问题。长期以来,农产品质量安全管理缺乏专门的法律依据,一定程度上加大了农产品质量安全监管的难度,影响了这项工作的有效性和权威性。为了从源头上保障农产品质量安全,维护公众的身体健康,促进农业和农村经济的发展,提高产业竞争力,十届全国人大常委会第二十一次会议于2006年4月29日审议通过了《中华人民共和国农产品质量安全法》,该法自2006年11月1日起施行。
Legislation Background The quality and safety of agricultural products has always been a hot and focused issue of widespread social concern. For a long time, the management of quality and safety of agricultural products lacks a specific legal basis, which has increased the difficulty of quality and safety supervision of agricultural products to some extent, and has affected the effectiveness and authority of this work. In order to guarantee the quality and safety of agricultural products from the source, maintain the public’s health, promote the development of agriculture and rural economy, and improve industrial competitiveness, the 21st meeting of the 10th NPC Standing Committee was reviewed and adopted on April 29, 2006. The “People’s Republic of China Quality and Safety of Agricultural Products Law,” which came into force on November 1, 2006.
