基层组织的亚文化建设,是增强全民族文化创造活力、促进文化大发展大繁荣的重要路径。当前亚文化建设普遍存在着迷茫、漠视、忧虑、扼制等问题,严重影响着文化建设的整体活力,致使部分组织文化建设出现了肃杀萧条的气氛。存在以上诸问题的原因,主要是对文化发生、存在、发展和作用方式缺乏理论认识和理性思考,对主文化与亚文化关系缺乏辩证思维,对亚文化地位缺乏应有的重视。解决以上诸问题的对策,首先是强化各类组织领导者文化理论的学习,提高对亚文化作用的认识;其次是系统设计组织文化战略,统筹组织文化发展规划,清晰主亚文化职能分工,协调主亚文化融合推进;再次是多角度探索亚文化建设方式,激发基层民众文化创造积极性,全面提升基层民众文化自觉。
The construction of the sub-culture at the grass-roots level is an important way to enhance the vitality of the entire national culture and promote the great prosperity and development of culture. The current sub-culture construction generally confused, indifference, anxiety, strangulation and other issues, a serious impact on the overall vitality of cultural construction, resulting in some of the organizational culture there has been a climate of suffocating depression. The reasons for these problems are mainly lack of theoretical and rational thinking on the occurrence, existence, development and mode of culture, lack of dialectical thinking on the relationship between the main culture and subculture, and lack of attention to the sub-cultural status. The first is to strengthen the learning of cultural theories by leaders of various organizations and raise awareness of the role of subcultures. The second is to systematically design organizational cultural strategies, coordinate the organization of cultural development planning, and clarify the division of labor and coordination of the main sub-culture The main sub-culture integration and promotion; once again from many angles to explore ways of building sub-cultures to stimulate grass-roots public culture to create enthusiasm and comprehensively enhance grassroots people’s cultural awareness.
