以民为本 “以民为本”不是一个新鲜的词汇,也不是一个重大的观念创新。但是,对于所有的社会管理者和被管理者,这都是2003年一个不可忽视的名词。一些新的法规在这个词的照耀下出台,官员的施政被放在这个词的面前进行新的拷问,被损害的人民的呼喊也有了更切实的理由。就连国家信访局门前日渐增多的人群,也有相当部分竟是被这个“心里听着暧呼呼的”的词所重新鼓舞了勇气。 在不同的场合,它可能会被表述成“执政为民”、“权为民所用、情为民所系、利为民所谋”、“群众利益无小事”等。在
