对建立河北省高等职业教育体系的依据和原则进行了详细论述。认为河北省高等职业教育的战略重点应突出三个保证：保证产业结构的调整和重点项目对人才的需要；保证河北省“两环开放带动”战略对人才的需要；确保农村对高职人才的需要。提出了河北省高等职业教育的培养目标、课程体系、发展规划和发展途径。简要探讨了河北省高等职业教育管理体制及有关政策。
The basis and principle of establishing higher vocational education system in Hebei Province are discussed in detail. It is suggested that the three key pillars should be highlighted in the strategic emphasis of higher vocational education in Hebei Province: to ensure the adjustment of industrial structure and the need of qualified personnel for key projects; to ensure the talent demand of Hebei’s strategy of opening up and opening up of the two cities; need. Proposed the training goal of higher vocational education in Hebei Province, curriculum system, development planning and development approach. Briefly discussed the higher vocational education management system and related policies in Hebei Province.
